Forum Navbar 2 Test - "Light" version

This is what the "light" version of the forum navbar will look like. It will be possible to switch between this layout, the "full" version and a "minimal" verison for those who don't want it at all from a form built into the navbar. Cookies will be used to remember individual users' preferences.

Known Bugs:

• Will not scroll in IE due to a DTD conflict with the HG forums.
• Javascript scrolling switch doesn't work in Safari. Both options work fine, but you can't currently switch between them.

NB - Formatting is not yet finalised as it will have to be the same as the "Full" version, which has a slightly different layout.
