The only peoples who have ever inhabited Central Asia were Turkic and Mongol peoples.
If someone comes from Kazakhstan, Turkmenistan, Uzbekistan or Azerbaidzjan, that usualy means they have Turkic stock.
Just like many of the Turks inhabiting the Middle-East, they migrated there. Scythians migrated into Persia and included ranks of the persian army, just like the Selchuk's did later on, but the Selchuk's started to be the only ones fighting and took over control from the persian Kaliph.
The same happened with the mamluk empire in Egypt.
Whenever there is shortage in Central-Asia, those people just migrated into other countries.
Most of the Turkish language is based on farsi, most likely the Scythians had adopted persian culture/writing, because they had none. there's no point in being a nomad in a settled country.
