ok heres the situation. im parthia and i just finished taking over the armanians. thier last city was Kotais. anyways since this city was really the only city i had with a port to the dead sea ,which is linked to the mediterranin sea, and since i had trade rights with all of the roman factions and alot of other factions, and along with the mine+1 thats mining gold, the city is earning around $4000 per turn. so i decided instead of having my old capital that only earned $11, i moved my capital to kotais.
ok now heres the problem. im allied with the seleucids and they asked me to attack pontus in exchanged for $5000 for 3 turns. so naturally since i had only -$320, i accepted and i sent a army to the pontus capital. by the time i conquered the city i get a messege that my capital, kotais, was bribed and i no longer have it! i thought you can only bribe regular towns and not capitals....is this a bug or am i missing something?

Well, I think everything has a price I managed to bribe a fraction leader today, but this isn't possible is it?

I thought you can't bribe the faction leader+heir, and i'm pretty sure you can't bribe capitals.
Never lie, steal, cheat, or drink. But if you must lie, lie in the arms of the one you love. If you must steal, steal away from bad company. If you must cheat, cheat death. And if you must drink, drink in the moments that take your breath away. I've noticed that I don't get the bribe option if I don't have enough money available. I ran a game where I unitentionally tried to bribe the faction heir... should have not seen the bribe option but it was there and when I offered the bribe the amount $15,000 came back as required... I assume its the same for anything else... if you actually have enough money you can bribe what ever.
As an aside... this has made me a bit paranoid about bribery, so I always bribe any nearby diplomats of the rich and powerful nations close to my main cities/armies. I use watch towers a lot... and also attempt to assasinate diplomat I can't bribe.
