how can i combine troops? for example,town watch originally have 20 men in a troop, how can i combine two of them and make a troop of town watch with 40 men

You simply drag one unit over the other then release, or select both units (hold down Ctrl) and press M
You can also Retrain troops if you have them in a town that can produce that unit type, double click the town them retrain and it will add the missing numbers to your units. You can retrain up to 10 seperate units in one turn (so if you had 10 archers, 12 skirmishers, 15 wardogs etc. you could retrain them all in just one turn)
Your best bet is to stick the advisors on for this kind of details, that's why they are there.

You can only merge units together when you are in the world map!

And you can't merge/retrain units beyond the max, which is set by the unit size option in your video options. Also, changing this option will not affect your existing campaigns.
