The game expects you to play through once as a Roman before it allows you to play as another faction.

In the pinned threads above is advice on how to unlock these and other factions by changing a couple things.

Theres 3 ways:
- Win the short campain if you want all playable factions
(Greek empire, seleucids, egiptians, gaul, britania, germania, cartage and Parthia)
- Do an campain battle agains seleucids and wait until they be destroyed (or destroy them yourself, but don't need to worry: egiptians will do the job quickly)
- Install all playable factions mod, its the only way to play with all other factions (Numidia, Armenia, Pontus, Roman Senate, Scytii, Dacia, Tracia and Spain also as all the others)

Or just go to the desc_strat file and move the factions you would like to play to playable via cut n paste. I recommend leaving SPQR and Slave in unlockable unless you really want to play as one of them. SPQR has a few small glitches, and Rebels can get really annoying to play as, though if you really want to be Spartacus, go for it.
