first of all, make lots of militia. If youd rather want better units, then do so. And then, make 2 different stacks. As soon as you take the settlement, move in the 2nd forces. Then create militias and continue [rpvess. Also, it would be easier to get used to this concept of recruiting town militias. If the settlement is under constant threat, you should build some stables and unit-promoting buildings to create more efficient units to garroson ur newly-taken settlement.

When I played as romans I used town watch as meat shields, protecting my main force from direct cavalry assaults, and drawing enemy missile fire. and sometimes leave them behind if they lost too many men.
