Missions are only given by the Senate of Rome - only the Roman factions are accountable to the Senate.
All other factions may do what they like, when they like. I'd suggest taking out Numidia in Western Africa and the consolidation of Sicily.

He wasn't really asking for suggestions on strategy here, but to me it makes no sense to abandon Sardinia (Caralis) if you are going to keep your city on Sicily or take all of Sicily. The AI is pretty slow to act and you usually get plenty of warning before a siege. First you spot the Julii fleet north/east of Sardinia, the next turn they land, the turn after that they siege but don't build any siege equipment so you don't even need to sally right away.
You have 3-4 turns to react to any threats to Caralis and thats plenty of time to react to several threats in the area with a single strong stack/halfstack with a strong navy to move it around.
Caralis is a pretty useless city when you start, but once it grows (this can happen quickly if you ship some peasants to be disbanded, there are no good troops to be built early on anyway)it will generate a lot of trade for itself and the other cities around Carthage.
Wipe out 4-5 Julii stacks in 10-15 years and they will give up on it and focus on Gaul instead.

True, although it would be an interesting quirk for them to get missions from the Council of 100 or whatever it was that decisivly failed to support Hannibal.
