Does a Roman testudo formation do anything good? All I've seen that its good for protecting against fire from towers, and that it causes grief for HA factions. Therefore, you would think it would have been used in BI since BI actually has horse archers.
Does it do anything else good for you?

Well that IS the point of the testudo, to protect from arrow fire.

well the first rome does have horse archers, and well as far as I know the formation is really good for protection from arrows and the like but thats about it I dont use the roman units very much so I'm not too familiar with them, being in formation does make your units tire faster though.
Also the reason its not found in BI is beacuse BI reflects the changes in the roman military in that time period, as you can tell they didnt use the same military equipment and tactics as before.

Testudo formations have only one point: to protect the soldiers from enemy arrows and/or javelins. That way you can also use them to draw arrow fire away from units with little armour.
BI doesn't use the testudo formation for the simple fact that the Roman soldiers weren't trained to form it. And with the oval shields it would be much less effective.
