I think a lot has to do with where they govern, and also what temples their settlements have. Any time I leave a general governing a settlement with a happiness/drink related shirne (i.e. Dionysus, Aphrodite, Bacchus) they pick up lewd or drunkard traits. I find generals go mad where they are left either in minor settlement for too long (e.g. Nepte, Palmyra etc) or are left in the middle of nowwhere for too long (i.e. the Sahara Desert). Later versions of acedemies boost generals command abilities.
I find the best way to train up a general is to leave him pick on any rebels that rise up, and then also on small armies that may be wandering around your borders. Its the number of wins, rather than the scale of them that rise a generals skills.
Oh - and has anyone notice that all Brutii get the traits anger/unquenched anger, am playing with them at the moment and its hilarious there all mental.

You get conquer if they take lots of settlements.
I got a 3 star general and loads of a full stack of lvl 1 def and att, lvl 3 exp spartan units and pretty much took all of Italy and by the end of it the general was a conquer, and he arrived with "of sparta" at the end of his name. Noe he's "the conquer". He went thrugh "the killer", "the butcher" and "the great" before the conquer, though. I think his name was Doros, not sure though it was ages ago.
