Go to the option menu, then go to video options, click on advanced options, and then in the upper right there is a drop down menu, it has the unit sizes. Each size is twice as large as the previous.

Go to options->graphics options and then click on advabced options, one of the options there will allow you to set it to small (20 men/unit), normal (40 men/unit), large (80 men/unit) or huge (160 men/unit). You can also go to C:\Program Files\Activision\Rome - Total War and open preferences.txt and set the unit size that you want to have in each regular infantry unit. How many men a cavalry unit has is calculated by the standard amount of men in a unit/1,48 (although desert cavalry has the same number of men as a standard infantry unit does), and warbands/peasants and some other units have 50% more men than the standard.
EDIT: I forgot to mention that this will not change anything in your current campaign.
