What I do is adopt a "sit n wait" policy when the reforms happen. My pre Marians defend my territories while I train new forces and if any of these armies take huge casualties I will hire up every single mercenary I can find. Once the post Marian standing army has taken their places I typically just disband the pre Marians. This is something I'm sure others will tell you not to do because really those troops should be used for something, even if it's suicide missions to weaken an enemy for your post Marians. The reason I just disband em is because the Julii are the family I typically play and the Julii get no exp bonus temples. This way my post Marians get some exp before fighting the super Brutii legions.
That's how I deal with it, this transition to me is the hardest part of playing a Roman family. Imo the moment the reforms happen is when the Romans are most vulnerable.

In my gameplay, I've often just made it a habit to add post-Marian units to my standing armies as they come out of the recruitment queue. Even though this means having to put up with mostly low-end units like auxilia or light auxilia, at least the pre-marian units can be used as reserve units until they're replaced by the legion types. Then I either use a seriously depleted unit as a fort garrison or disband it inside a city since they can't be retrained.

i agree, why waste them for garrisons, when you can distract your enemies with them, you don't want big armies at your doorsteps while your building your post marian forces...
by the time i got to the marian reforms, i had hardly any troops left anyway. The civil war between julii, brutii and scipii is possibly the hardest part of a roman campaign, especially since you all have roughly the same forces for 100 years...

It was really difficult for me coz I wasnt aware of this civil war and thought that SPQR, Scipii and Brutii would be my allies forever.
I also did not interfere in the expansion plans of the Brutii and Scipii and only conquered Gaul and part of Spain.
Anyone playing Roman factions...DO NOT DO THAT EVER!
It takes you years and years to fight them back and win...
