Good generals are made, not born. Take a young general or three and before you know it, you'll have a ten star general with a great army!

Bare in mind that you don't have to have a general in a city as a governer, if you find that you don't have enough generals to lead your legions, take some who are in your settlements.
Also, I find that building academies and so forth works well. Just build one, stick a general in and you'll soon find his skills being raised. Mind you, it is really only a management and influence that is raised, but sometimes you'll get a retinue such as a churgeon who can increase your hitpoints in battle. Plus, management and influnece are just as imporant as command.
