Well in not sure exaxtly what it's mean, bit i evnen got it while in anoying the Ai with my diplomats..

Hmz. I thought I didn't, but maybe I accidentally moved a general on their turf when I was getting mercs, though if I did, I moved him out of there within the turn.
Other than that the two units/armies in the screenshot on the right are the only ones I moved out of their town.
Anyway, when I got the message they were allready besieging my settlement I think, or at least standing around on my land.

Usually, you receive a Transgression warning when trespassing on friendly lands, but you can get one by offending them otherwise: by attempting to assassinate one of their characters (But being caught), by offering them too little in diplomacy, by choosing your allies and enemies in a way which conflicts with theirs, etc. Think about who your friends are and what you've been doing, and there you may find the answer.
I think I can remember a similar situation happening to me. Another faction sent a Transgression notice and attacked me (Since they attacked me that same turn I didn't get the message until after they had attacked). They sometimes do it. However, when this happens, it means they are not just attacking you not because they see a weakness, but for actual political reasons, which is rare as the military and diplomacy AI are separate.

Yeah there is a bug. It does come up now and again when you move units on someone elses territory without having military access rights, though not always. But only the other day I had one (as Germany) where the Britons attacked me and without any of my units being on their territory (I checked) they sent me this angry note to complain about my transgressions! It is a bug, but I like to think of it as a country desperately looking for some invented reason to justify their war.

I also get it sometimes when I've moved a spy into another faction's lands. But I agree with ShieldWall that it is bugged, or simply an invented reason for them to attack you.
