They bribed a whole city, with a full stack of elite units in it? They must have had a lot of money.
Bribery is rarely worth it, because of the huge cost, but the advantage is that the money disappears from the game. It can be a great way of offloading cash. Romans are always trying to bribe you, because they will actually get the units: they won't just disband. It's something always to be wary of.

The only time bribery is worth while is during the Roman civil war - sometimes a full stack of captain led troops will really tip the scales in your favour....
