Have you had the Marius reforms? If so, just form Testudo and wait for them to close.
If not, fight fire with fire and hire Scythian Mercenaries and Cretan Archers, and with luck you'll win.

Long range archers, such as archer auxilia, cretan archers etc will beat horse and chariot archers easily, if you have a decent number of them.... They can do well vs their standard archers/bowmen too, but pharoh's archers are a problem, as they are really powerful and have long range missiles.
Vs Egypt I'd suggest long range archers for the archer chariots, and then a large cavalry detachment to run down the bowmen.
Scythian horse archers will help you whittle down annoying missile troops too, you can recruit a lot of them around Campus Scythia and Chersonesos.

Scythia have a bad economy so you shouldn't meet too many of their armies in the open. The best way to fight them is to ignore a battle in the open and go straight for their towns - they can't run away from you in a town. Any of their units that are outside, well this is where the superior economy of the Brutii is useful - just bribe them to disappear.

I haven't fought scythians as Brutii yet.. But I have defeated Egyptians..
I just have basically 2 big armies that took greece and then took that small island.. Then I kept shipping new armies and reinforcements from Sparta and Italy to my main armies in the east. I defeated the Egyptians really quickly, I just used every soldier I could find including Mercenaries.
