i started a new game and im near 200,000 denari.
my highest earning city is appolonia(im playing the brutii)

I think I got well over 600,000 with Macedon once. I played on until I'd conquered the world, which took time, and with all those territories I was making money faster than I could possibly spend it. Sure governors get corrupt when so much money is on offer. But if I've got that much money, I honestly couldn't care if they pinched it - really, they'd be doing me a favour! Providing it doesn't impact the abilities of my generals to fight, I don't mind if money flows into their pocket like a river.
As to the highest earning city, good question. I too have seen Tarentum go beyond 8000, but I'm sure Athens must have been very close, maybe 6000? It takes Tarentum an awful long time to get up to that level though, whereas Athens is making comparable wealth very early on.

The main reason why during the Brutii campaign, cities such as Athens, Sparta and others (mainly greek cities) have so much income is because the Italian cities take the biggest hit of army and general's salary upkeep because they have the most population. That leaves the greek cities to profit from trade, gold and such without worrying much about army upkeep (this is most common when you have exterminated the population once you conquered it or at least enslaved it).
As for me, my cities don't tend to go over 5,000 denarii per turn. I really try to keep my treasury below 50,000 because I don't like the traits my generals get. If you have way too much money then perhaps it's time to up the difficulty levels, when the AI is also rich and able to raise armies quickly, you'll somehow run out of money trying to build defenses, armies and upgrades.

but how do the AI get cash bonuses??? They dont have a senate? Or do the greeks use their government??

oh. well that explains it.i think that they would actually be building more farms cos on easy they still build ports (for warships etc.)

Most denarii was near a million as Parthia. I'd conquered the south east part of the map so I was a powerhouse at that stage. I had a rediculous income, so I compensated by making lots of really big armies to protect my borders.
