I noticed that corruption decreases in relation to one of these things.
A) Faction leader presence. The city with the FL has ZERO corruption. ( even city has another family members )
B) I noticed the more far away a city is from the capital, the more corruption it takes. However, is it the capital or the FL? I didnt get around testing this out. ( my FL is in my capital )
C) Law. I didnt test this out either to be sure, but I was told that law structures decreases corruption.

Law can reduce it a huge amount, one city I had was giving away 1000 per turn in corruption with a full law temple it came down to about 100.

Corruption is the main reason why I prefer law-temples in my cities. Especially if your empire is really big, fighting corruption can make a difference. I've seen more than one settlement loosing half her income to corruption due to the great distance from my capital. Several factions can fight corruption even better by building not only law temples, but also secret police HQ's.
Since I don't like to pay attention to my governor's traits, I don't know how much they influence corruption. Keeping your treasury below 50.000 is paramount to me (and not that hard), at least until your economy goes really up to the point where you no longer care about money.
