Im germania and i got 2 spies in Croton, my assassin killed all buildings of entertainment, fun etc. My spies say the public order is 5(!)% and still they arent rioting!
Is the AI unriotable?

In the normal game Roman cities indeed seem unriotable. I kept the public order 0% in a Roman city (Patavium) for over 10 years, but it never rioted. Pretty much gave up after that.

If all the family members are killed, the remaining cities become rebel. Is it possible this happened to Brittania?
I'm too impatient to wait for rival settlements to rebel, so I tend to destroy the faction instead of waiting a long time before you have any succes.

Brutii has, as always a HUGE HUGE HUGE army, almost 10 full stacks! so thats why i tried to riot em...
i thought only human players could be destroyed by having no family members...

No, the AI can be destroyed too that way (this is also true for Medieval).
About your problem with the Bruttii: you're doomed! that's a bit dramatic, but the only way to take them on is:
1)attack and kill every single one of them
2)bribe their armies and slay their generals with assasins
You're going to have a rough time, I had it too with the Seleucids: once you have conquered Egypt and the likes, Rome has become the über gigant on the game.

Well, i got about 5 full stacks at the italian peninsula and julii is dead and teh only cities i ahvent got there are croton and capua, scipii is throwing all armies at rome and i almost conquered the bankrupt spain so i can start backstabbing scipii XD
When defending a city, im invincible, seriously, im playing on H/H and i can win with the odds at 1:4... Just put my spear warbands in the narrow streets, no1 can get trough, no1 can flank them, they cant reach them, its easy...
Brutii is bankrupt, scipii almost is, so if i can take some of their greek cities, i will get loads of money, and they wont, every city only has maximum 5 units in it, so thats easy to take, the fun is, the armies of brutii arent doing anything, just standing there XD

As far as I know disbanding in the region doesn't add population to the city, only units disbanded inside a city add to the population. So for AI you could only cheat the extra population, but even then I doubt the romans would riot.
