If anyone here is an exoirenced Toal war vet, and i mean all of the total war games. You must remember how empires would always come back after they had been wiped out, in shogun and Mdeival total war. which i loved it added a whole other dimension to the game. And the good old times when if u conquered the whole map, and i mean every single province how in the last 20 yearsa SH***!!! load of empires and rebels would start arising, and how brutaly they were put donw. Anyways in all my time in rome total war ive never encountered an empire arsinsg after it got wiped out, is this not in Rome total war.

To be more precise; if you conquer a faction, taking all their cities, any family members and armies left in the field will become rebel generals and armies. If they take over the province, somehow, or if you suffer an uprising due to civil disorder they will come back to power as the orignal faction.

Now it makes sense. Cause i have had a city of a faction I'm at war with suddenly go back to them, shortly after i conquered it.
