Hello,
Is it possible to take over the Senate and Rome as the Julii diplomatically?

No. You have to militarily conquer Rome in order to win the long campaign.

You're welcome. Having family members occupy Senate offices merely gives them beneficial traits and potentially deflects the Senate's anger if you fail later missions (once they stop giving you goodies, and only then in the Censor and Quaestor positions).

I tis theoretically possible to get them to be a protectorate, and thereby be your vassal. But that changes nothing.

General Sajaru has explained it most concisely. You must conquer Rome with your army to make her yours.
