British Colonists/Americans? Sounds like their will be an "American Colonists" faction at the start of the game in control of most of the Thirteen Colonies. If this is the case it will probably function just like the Roman factions in RTW. You begin where you have missions from the King and you cannot attack Great Britain/declare Independence/turn into America until whatever you must do/achieve is done.
Or perhaps something more complex with the new engine?

I think you're just going to start off in an alliance with England but can rebel whenever you feel like you're strong enough. But getting the strength to fight the English will take a very long time and there will be negative affects for rebelling before 1776. Such as rebellious cities with the English loyalists, incompetant generals, and of course a weak military and economy.
