I've been thinking about this for a little while, but I haven't heard any discussion about it, which I thought was surprising. In RTW and MTW at the start of the campaign each faction holds a few territories, but a large number of territories are held by rebel factions. It seems like this wouldn't fit historically at all during the time of ETW, though, at least in Europe. Does anyone know if there will be rebel factions at the start of the game? Any speculation about this? Any ideas about how you see it affecting gameplay?

I'm guessing all of Europe will be part of some faction or the other. The Americans and Africa will probably be a different story, although it may work differently to the rebel-controlled territories of previous TW games.

I feel like this is going to change early game strategy significantly, with much more of a focus on diplomacy and the economy. I think naval battles and smaller battles in the New World could be what really characterize the early going, at least until there's some catalyst for a bigger war or (presumably) the human player gets strong enough to wage war on a scale appropriate for a TW game.
I just don't see wars being fought in Europe, at least Western Europe from the get go. If anyone thinks differently, let me know. Do you think, for example, France could get away with invading the United Provinces in its first few turns?
