Can the gods really get angry at you? A message appeared saying their was a flash flood on one of my allies city, and that it happened because the Gods were upset.

The flood didn't happen to me( I was the Julii). It happened to the Brutii. On the campaign map, it showed a large puddle of water surrounding one of their cities. In another campaign, I was playing as the Greeks, and I didn't build any temples to Hera. She decided to send a storm on one of my fleets, killing most of the crew.

Don't worry, this isn't Cesar 3. Gods don't get angry if you neglect them, infact they don't exist at all in the game. The temples built in a city only confer beliefs on the people living in them and roughly represent how those beliefs cause the people in a city with a particular temple to act in a certain way so as to have a concrete effect in the material world. All temples do is give bonuses, nothing else. In your Greek campaign you should have worried about the Brutii and the Macedonians and not Hera.
