How to Train Elephants (Darthmod Greek campaign)

I know we can only train elephants in certain location only most of it is in Africa with elephant Figure in your settlement area.
I already conquered Carthage supposedly allow you to train Elephants. But it won't let me. I can only Hire Mercenaries Elephants but train inside a city it wont let me.I've tried training elephants before in the original Rome total war version.

Most units needs certain factions to be trained. You can't train Romans with Carthage either. Yes the resource of that provinces are elephants, but the elephants can only be trained there when controlled by the carthiginians.

So you can't train there with other factions then Carthage (and probably Numidia as well)

Oh thanks for that info.my only chance to have them is hiring mercenaries.I more question can I retrain them in Carthage? The mercenary elephant.

Mercenary units cannot be retrained to full unit size, but they can be retrained for more armor etc.
