The norse should live in a hard land, so that even the fish is not enough food for them, so that they are motivated to move somewhere more fertile (the lovely green isle?). They should not be hindered much militarily by this, such as weapons technology, but they should find ut a lot harder to get larger populations.
Then again, this would reflect militarily, as the norse would have smaller more elite armies lacking in fyrd type troops, as only the warriors went to war when viking, not farmers (or fishermen).
If the norse did have more elite/ stronger troops, this would mean that their strength, with their conquests of larger populaces, would grow exponentially. To balance this perhaps, erm, anyone think of something?
If you could link fertility to prrovinces, that would be really good, the norse taking richer land in their conquests.
