Modern Norway is commonly divided in colloquial usage into four parts- Vestlandet, Østlandt, Sørlandet, and Nordlandet. Or in English, West, East, South, And North. There is also an unofficial fifth- Trøndelag, but that region falls mostly in West.
West is from Stavanger up to Trondheim.
North is from Trondheim north to Russia.
South is from just south of Stavanger to Kragerø (south of Larvik).
The rest can be folded up into East.
If on our map we only have the southern part of Norway and must make two provinces, dividing it into East and West is a simple deduction. It three provinces and only the tip, then do East, South, and West. Four provinces and half the country? Do then East, South, West, and Trøndelag.
Where we make the split and how many provinces we want will determine the names of the provinces.
