It irritates me to no end that the mountain-bound hillmen of Dacia and the fleet-footed horsemen of the treeless steppes of Scythia may use and recruit wall-busting onagers, but the Britons and Germans- two barbarian nations which border those who develop such weapons and do live among forests which can provide much resources for their creation- cannot. The Gauls and Spanish do not use such either, but they usually fall to Rome before any faction (except the Scythians and Dacians) can produce such machines. Thus they can remain without.
But the Britons and Germans, who end up bordering Rome both in history and in the game, are renowned for their cleverness and ability to adapt. Thus why can these not produce onagers? Well, they cannot build catapult ranges, obviously! But what if they capture one? Do these suddenly get hit with a case of the dumbs?
This mod lets those institutions retain their ability to produce war machine. The Britons and Germans still cannot construct such buildings, but if they capture one, they can order it to produce onagers for their new masters.

Did you have made new units, or did you only remade the export_descr unit file so the barbarian peasants are using the onagers?

The barbarian onagers already existed- Scythia and Dacia already had them. I added the unit cards, unit info card, and edited the EDU to allow the unit to be recruited by the Germans and Britons as well.
