I am experiencing a very annoying problem with conquered settlements and indeed with settlements I already owned when I first started the game.
I am playing at Med/Med difficulty -- to get the hang and feel of the game -- with the Sassanids.
I have easily conquered may of Rome Eastern Empire's settlements and, because they would become rebellious otherwise, I have had to exterminate the populace instead of enslave or simply occupy them.
I can manage to play about 30 turns (give or take 5/10 maybe) before the settlements I've conquered (all Christian, as opposed to state's Zoroastrianism religion) start becoming rebellious, which by then are very large in population (20k+). No matter what buildings I build (scriptoriums, execution squares, you name it!) I can't get the public order to rise up above 100% and tax rate at normal.
What are the strategies you guys employ in getting both public order at 100%+ and tax rates at (at least) normal without having to:
- have a ridiculous number of troops stationed at the settlement;
- let the settlement become rebellious, reconquer it and then exterminate the populace all over again;
- basically, resort to weird strategies!
