No, they are bits and pieces of the game (damn, I lost The Game) that CA didn't finish. There are many such jewels in the RTW and expansions. Hell, I've found 3 units that CA didn't implement into RTW but all the pieces are there

Is it possible two add them in?

You can't add them to the factions currently in game (there is a hardcoded limit) but you can replace other factions with them. But why you would I don't know, since they are just duplicates of the Huns and Berbers, respectively.
