In that situation I recommend that you send a couple of large armies with no generals on a rampage to take a lot of territory. They captains will become "Men of the Hour" and you can then adopt them and they will be virile hopefully.

It's more or less random. Just make sure that your family members don't catch the infertility traits. Worse still, don't allow them to become gay (some really do).

Having temples to various love\fertility Gods\Goddesses seems to have an effect.

You get some shocker traits like agressively perverse and debeauched, which pretty much means they are willing to rape blokes, these are not good if you want children so its best to move them to different cities, preferably to ones with fertility temples.

Or send them on suicide missions. I regularly clean house with my overlarge families, sending ones with bad traits who are simply costinge me money on suicide missions. Either they become great generals making them worthy of keeping or they die. Mostly they die.
