I've just got about a quarter way through my Greek Cities aggressive/defensive campaign, which I wrote about on the forum a few weeks ago. I capture a pile of historically Greek cities around the map and then defend them until the end of the game. It was extremely entertaining in parts, but now all my cities are huge and nicely defended, nobody will attack me and it's getting a bit boring. So my advice is get some good CDs to play while you're doing it, it can be a painfully slow game!
Seriously though Hussarknight has recommended exactly what I did. If you're under constant attack from someone, send a pile of good spies into their territory and put them all inside a city that has borderline public order. Send assassins after them to sabotage public order boosting buildings in that city, and very soon it should rebel, your enemy will have to send troops to retake it, and that can take quite a long time if you're lucky. It's an excellent way of throwing your enemy off balance, losing them money, and giving you years of breathing space before the next attack comes. I said to someone a couple of days ago that I did this in several cities against the mighty Egyptians, and brought them to their knees without fighting a single battle.

By iberians he probably meant Spain, since there are no iberians in RTW vanilla.
