how do you use spies to cause rebellions?

I am playing Carthage and control all of Sicily. This is a good platform to stage an invasion of Italy. After a huge military buildup on the island I started producing spies and assasins in each of the 3 cities. They then took the short boat ride over to Italy and the fun started. When you select a spy or assasin and then hold the mouse over his objective it will give to the percent of success. If the city has enemy spies or a family member your chance for success will be lower. Same with assasins. With a fresh assasin start him off with killing neutral diplomats. Let them gain some experience then move them in on captain and family members. When targeting cities go for one that has a small garrison and destroy the public health buildings as well as the sports and cultural buildings. I am in a really bad war with Egypt right now and want to use the same tactic but every round is devoted to building armies and marching them to the next big battle.
