Is this the worst unit that comes out of any city barracks, or am I just using them wrong?
Their stats are almost identical to the phalanx pikemen of Thrace... the only difference being the good morale and good stamina.
They take heavy casualties in every battle I deploy them in, and they're nearly impossible to retrain because of how few city barracks'es there are. Basically, after every battle I have to send the affect units back to Rome or Greece to retrain.
I feel like they're a waste of time, now, and no better than ordinary pikemen. Is this true?

I wouldn't really bother too much with them. Phalanx quality is more important phalanx vs phalanx and the ai doesn't really use elite phalanxes often.
They cost 2 turns so I prefer phalanx pikes who are just slightly worse. Phalanx pikes are good enough for pinning enemy units so you can flank with cav.
I think Bronze shields are best used as border garrison to block enemy advance through the streets when they besiege you. Better phalanx means a little less losses normally.

Maybe I am making a mistake but I consider This Unit as one of the best.
