I have recently installed RTW on my pc but i get a message about directx9 any ideas ?????

Do you have the latest version of DirectX installed? It should work.

Have you made any modifications to game files? Switching the original files back in might help you identify which file is causing the problem.

Failing that, a reinstall using custom settings fixes most things. (Don't forget to backup your save files, and that they will not work on the freshly-reinstalled game if you were playing with modded files.)

DirectX changed after 9.1- DirectX10.whatever is for Vista or newer, while 9.1 was for XP or older.

Which operating system are you using?
