I think they are complaining about something that cannot be fixed in the AI, and its starting to irritate me. While, there can certainly be improvements, the AI will always become more and more predictable. I really want to see the multiplayer campaign allow more than 2 players to alleviate this.

If (and that's maybe a big if especially as Shogun has been held up by CA as the 'most moddable' game) the AI can be fully modded off the bat then M2TW showed there's a lot of people in the communities who will be happy to try and change AI behaviour and correct oddities. All I've done in that area is look at what others have done and do a little combination mod to put a random AI in charge of each faction (getting past some of the predictability you mentioned).
The main issue I see is that if the AI gets too complex and 'clever' then the turn-end wait will only increase.
Maybe there'll be a patch for more players or even (fingers crossed) the return of hotseat mode. As one of the reviews has mentioned, CA does have a good history of on-going support and improvement
