You just rename it fromm export_descr_units.txt.all (so the game won't use it) to export_descr_units.txt (so that the game will use it.)
It says that in the readme.

last time I tried playing multiplayer with a mod like that installed it crashed-
therefore if you play mp with it everyone must have the mod

There seems to be some confusion about how to install this, you don't need to change any .txt files, the mod is compoetely reversible in about 3 seconds.
Go to RTW/Data and find export_descr_unit.txt. Rename that to export_descr_unit.txt.OLD or something. Take my file and rename it to just .txt (rather than .txt.ALL) and paste it into your RTW/Data Folder. Then, when you run the game, every faction should be able to use any unit in the game (except yutsebs (sp?))

There seems to be problems with this that I didn't see before. I doesn't give you all units for some reason. Maybe there is a limit on the number of units a faction can have somewhere. I'll look into it some more.

I just downloaded it and I'm wondering if I have to go to the data/world/maps/campaign/imperial_campaign files and change all the non-playable factions into playable ones or will they be automaticly unlocked
